TTA is seeking a Construction Supervisor specialised in solar PV, mini-grid and BESS projects to join TTA’s Technical and Construction Unit (TCU) under the direct supervision of the Construction Supervision Area Leader. The Construction Supervisor will be based in the Republic of the Marshall Islands for extended periods, with the continuous support of the TCU team based in TTA’s Headquarters. They will work as TTA’s focal point in this Pacific country.
The Construction Supervisor will supervise construction work on ongoing TTA projects in RMI. These include solar PV mini-grids in remote islands, hybridisation of existing small diesel-based power systems with solar PV and BESS, and grid-connected solar PV plants. They will work primarily on the following tasks:
1. Scope Management:
o Ensure the project is implemented in accordance with approved designs, specifications and contract requirements.
o Handle Request for Change Proposals, Change Proposals and Change Orders in coordination with the Marshalls Energy Company (MEC) and keep the Change Order Log updated.
2. Schedule Management:
o Monitor work progress and ensure the project is delivered on schedule, tracking the timely delivery of major milestones and anticipating deviations.
o Review progress reports from the Contractors.
3. Cost Management:
o Ensure the project is delivered within budget.
o Evaluate and process payment claims from Contractors, issuing payment certifications.
o Keep track of cost deviations and assess estimates and budgets for changes.
4. Quality Management:
o Quality control. Follow a systematic, proactive process to inspect materials, workmanship and procedures to ensure the project meets the Employer Requirements, contract terms, applicable standards and international best practices. Propose corrective actions when required.
o Quality assurance. Prevent defects and ensure alignment with standards by, among others, coordinating and participating in Factory Acceptance Tests (FAT) and Site Acceptance Tests (SAT), reviewing and supporting the Contractors’ proposed Inspection Test Plans, and providing technical inputs during Operation & Maintenance as well as Defect Liability Periods offered by the Contractors.
5. Communication Management:
o Ensure timely and appropriate generation, collection, distribution, and storage of project information, primarily through periodical progress reports, both internal for the TTA team and external for the MEC.
o Participate in periodical project meetings to inform the project’s stakeholders as per MEC preferences.
o Issue Notices to the Contractor (NTC)
6. Risk Management:
o Identify, analyse, and plan responses to potential risks to mitigate impact.
7. Procurement Management:
o Support the Contractors in finding ways to fast-track the delivery of materials.
8. Stakeholder Management:
o Identify and engage major project stakeholders to manage their expectations and participation in accordance with a Stakeholder Communication Strategy.
o Support MEC and the Contractors in the engagement with the communities, and facilitate grievance mechanisms.
9. Health and Safety Management:
o Support the review and approval of the Health and Safety Manual to be prepared by the Contractors and supervise its compliance during the construction works.
o Engage with the Contractors’ personnel in promoting understanding and methods for implementation of health and safety requirements in accordance with the local law, the contract and international best practices applicable to the project’s context.
10. Environmental Management:
o Monitor compliance with environmental requirements in accordance with the World Bank’s framework, and as provided in specific project-related documents such as the Contractors’ Environmental and Social Management Plan (C-ESMP).
Profile
The ideal candidate for this position will have the following competences:
1. Educational Background.
A master’s degree or equivalent in electrical, civil or mechanical engineering or similar is required.
2. Previous Work Experience.
a. Minimum 10 years of experience in the supervision of infrastructure or power projects.
b. Minimum 3 years of experience in Solar PV and BESS projects.
c. International experience and experience working with multilateral organisations are desirable.
3. Languages.
A professional level in English is mandatory.
4. Computer Skills.
Full competence in Office.
5. Other Skills:
